Certainly the top factor folks consider as a barometer. Mostly correct assumption but not the only factor to consider. Area of use, type of use and intent of use can be overriding huge factor but aren’t as measurable or regulated.

Buying a car with less mileage is good because it shows that the one that was driving it didn't use it for too long however I prefer high mileage cars for the fact that they're always serviced.

2_Better condition: Having low mileage of course the car was not exposed to the natural wear of parts. Cars with high mileage, depending on driver habits, the consumption could be higher too, since the engine and parts were used for more time. Of course a higher mileage car must have a lower price.
